In short, yes its technically an artificial limitation but I think there's a good justification for it (ignoring the potential bottom-line aspect of selling more controllers). Eventually Dualsense ends up like Xbox Kinect - viewed as a gimmick that nobody wants or needs despite the overwhelming potential. Or if there is a game that requires it (like Returnal) and the player potentially does not have a Dualsense, now you have a whole new batch of problems like how to inform the user Dualsense is required and how that will reduce general game sales as now only part of the PS5 audience can actually play it.
